棄標函，也叫退標函，是招投標過程中的一種正式商業信函，內容簡單說明棄標原因和表示歉意，同時對招標人給予的機會表示感謝，希望今後繼續參與類似項目等等。退標函一般出現在中標公布之後到簽訂采購合同之前這段時間，甚至在簽訂采購合同之後也可以提出棄標，但是都需要正當的合理合法的理由，否則後果嚴重。
